MINUTES OF PEOTONE PARK DISTRICT REGULAR BOARD MEETING August 17^th 2021    

1. ROLL CALL: Park District meeting called to order at 7:09 pm. Present Barbara Sim, Jacklyn Van Overmeiren, Shaun Ziems, Lindsey Schwiesow. Also present in person Kelly LaMore, Park Manager, Wade Callahan Park District Lawyer and Will Glass of Midstate Bank.
2. APPROVAL OR CORRECTIONS TO MINUTES OF June 22, 2021 PEOTONE PARK DISTRICT BOARD MEETING: Motion to approve by Shaun Ziems, Seconded by Jackie Van Overmeiren. Roll call: Shaun Ziems yes, Jackie Van Overmeiren yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.
3. APPROVAL OR CORRECTIONS TO MINUTES OF July 20th, 2021 PEOTONE PARK DISTRICT BOARD MEETING: Motion to approve by Jackie Van Overmeiren, seconded by Shaun Ziems. Roll call: Jackie Van Overmeiren yes, Shaun Ziems yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.

9. CAPITAL IMPROVEMENTS A discussion was held regarding tourism grants

9. APPOINTMENT TO TREASURER, BOARD OF COMMISSIONERS-Shaun Ziems nominates Barb Sam, Barb Sim accepts. Motion by Shaun Ziems, second by Jackie Van Overmeiren, Roll call:  Shaun Ziems yes Jackie Van Overmeiren yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.
10. APPROVAL OF ORDINANCE #21-05 PROVIDING FOR THE ISSUE OF GENERAL OBLIGATION LIMITED REFUNDING PARK BONDS,  SERIES 2021A, OF THE DISTRICT, FOR THE PURPOSE OF REFUNDING  CERTAIN OUTSTANDING BONDS OF THE DISTRICT AND FOR THE  PAYMENT  OF THE EXPENSES INCIDENT THERETO, PROVIDING FOR THE LEVY                           OF A DIRECT ANNUAL TAX TO PAY THE PRINCIPAL AND INTEREST ON SAID BONDS, AND AUTHORIZING THE SALE OF SAID BONDS TO THE PURCHASER THEREOF.  Motion by Shaun Ziems, second by Jackie Van Overmeiren, Roll call:  Shaun Ziems yes Jackie Van Overmeiren yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.
11. APPROVAL OF ORDINANCE #21-06 PROVIDING FOR THE ISSUE OF GENERAL OBLIGATION REFUNDING PARK BONDS, SERIES 2021B, OF THE DISTRICT, FOR THE PURPOSE OF REFUNDING CERTAIN OUTSTANDING BONDS OF THE DISTRICT AND FOR THE PAYMENT OF EXPENSES INCIDENT THERETO, PROVIDING FOR THE LEVY OF A DIRECT ANNUAL TAX SUFFICIENT TO PAY THE PRINCIPAL AND  INTEREST ON SAID BONDS, AND AUTHORIZING THE SALE OF SAID BONDS TO THE PURCHASER THEREOF.    Motion to approve by Jackie Van Overmeiren, seconded by Shaun Ziems Roll call: Jackie Van Overmeiren yes, Shaun Ziems yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.
12. APPROVAL OF OPENING NEW CHECKING ACCOUNT AT FIRST COMMUNITY BANK AND TRUST FOR REC CARE– Motion to Approve by Jackie Van Overmeiren, seconded by Shaun Ziems Roll call: Jackie Van Overmeiren yes, Shaun Ziems yes, Barbara Sim yes, Lindsey Schwiesow yes. Motion passed 4/0.
13. AUTHORIZE DISPOSAL OF CERTAIN PERSONAL PROPERTY -Motion by Shaun Ziems, second by Jackie Van Overmeiren, Roll call: Shaun Ziems yes Jackie Van Overmeiren yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.
14. HIRE PART-TIME REC CARE INSTRUCTORS-Motion to approve hiring Elizabeth Moore and Ethan LaMore as Rec Care with a salary of $11/hour, Kelly to hire more Rec Care instructors as needed. Motion by Jackie Van Overmeiren, seconded by Shaun Ziems Roll call: Jackie Van Overmeiren yes, Shaun Ziems yes, Barbara Sim yes, Lindsey Schwiesow yes. Motion passed 4/0.

18. DISCUSSION OF PARK POLICY REGARDING AUTHORIZED/VEHICLES ON PARK PROPERTY-This continues to be an ongoing issue at the park-email will be sent to Blue Demons and Board to continue to keep trying to remind the community of the policy.
