MINUTES OF PEOTONE PARK DISTRICT REGULAR BOARD MEETING July 20, 2021          

1. ROLL CALL: Park District meeting called to order at 7:03 pm. Present Barbara Sim, Jacklyn Van Overmeiren, Shaun Ziems, Lindsey Schwiesow. Also present in person Kelly LaMore, Park Manager. From the community, David Davies and Tony Rosales.
2. APPROVAL OR CORRECTIONS TO MINUTES OF June 22, 2021 PEOTONE PARK DISTRICT BOARD MEETING: Tabled.
3. PUBLIC COMMENTS AND/OR QUESTIONS David Davies attended to let us know that while he is walking on park property, he has witnessed cars going the wrong direction on Blue Devil Drive. Additionally, he has witnessed golf carts on park grounds.  The Park does have signage posted stating “One Way, Do not Enter” The Board had offered to ask Chief Mort if the police department could increase patrols.  The board decided a Facebook post reminder would be a good idea as well.  We want to be sure to keep our children safe.  We will request that patrons of the park call police if the they see anything wrong or suspicious.  Additionally, two teenage boys came in with designs for the skatepark.  They gave us the total cost of paint which we will reimburse at a total of $240
4. REPORTS: 
5. FINANCIAL REPORT – See attached reports. The intention of Barb Sim handling QuickBooks thus far, is to have it all cleaned up and ready to audit this fall.
6. COMPLIANCE/LEGAL REPORT– no discussion
7. MAINTENANCE REPORT –see attached report.
8. REC CARE – see attached report. Kelly met with Mr. Stein and got the go ahead for this upcoming semester.  Discussion was held to provide aids for children with special medical needs, i.e., diabetes.  LWSRA has the ability to provide us with a trained aid in this case.
9. MANAGERS REPORT – See Attached. Julie Sluis has asked to relocate the Summer Concert in the park on 8/13/21 to the pony diamond to coincide with the Football Frenzy Fundraiser. LWSRA party in the park will be scheduled in the Spring in an effort to promote summer programs.  Discussed various marketing channels, Facebook, Newsletter, Vedette insert, etc
10. ACCOUNTS PAYABLE AND PAYROLL Motion to approve accounts payable and payroll with an exception to add an additional hour to Jeff Eschbach for Holiday Pay. Motion by Jackie Van Overmeiren, seconded by Shaun Ziems.  Roll call: Jackie Van Overmeiren yes, Shaun Ziems yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.

9. CAPITAL IMPROVEMENTS See attached concerning interior and exterior bathroom improvements.  Lindsey suggested this year using Capital Improvement fund for signage this year.  A discussion was held to regards to fixing the pony/H.S baseball field.

12. Motion to approve materials up to $4000.00 needed to upgrade exterior bathroom by Shaun Ziems, second by Jackie Van Overmeiren, Roll call: Shaun Ziems yes Jackie Van Overmeiren yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.
13. Motion to approve materials up to $7000.00 needed to upgrade interior bathrooms by Shaun Ziems, second by Jackie Van Overmeiren, Roll call: Shaun Ziems yes Jackie Van Overmeiren yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.
14. Motion to approve purchase of additional handicapped swing for Bate Park up to cost of $800 by Jackie Van Overmeiren, seconded by Shaun Ziems. Roll call:  Jackie Van Overmeiren yes, Shaun Ziems yes, Lindsey Schwiesow yes, Barb Sim yes.  Motion passed 4/0.

1. AUTHORIZE REPAIRS/UPGRADES TO PARK EQUIPMENT Motion to approve installing a new handicap swing at Bate Park     Roll call: Jackie Van Overmeiren yes, Shaun Ziems yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.

APPROVAL OF PURCHASE OF NEW SIGNAGE FOR BATE, DIVISION STREET, WESTGATE PARK, AND MAIN BUILDING: Motion to approve up to cost of $4200.00 by Shaun Ziems, second by Jackie Van Overmeiren, Roll call:  Shaun Ziems yes Jackie Van Overmeiren yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.

2019. APPROVAL OF RENTAL AGREEMENT WITH AQUA ILLINOIS FOR TRAILER AT BATE PARK– Motion TO approve rental agreement retroactive to the fist day the trailer arrived on site AT A RATE OF $500/MONTH , STARTING November 1^st 2019. Motion by Shaun Ziems, second by Jackie Van Overmeiren, Roll call: Shaun Ziems yes Jackie Van Overmeiren yes, Barbara Sim yes, Lindsey Schwiesow yes.  Motion passed 4/0.
